"Comments Off" won't go away

  • After searching, I’ve found this reference to be the reason all my posts are displaying that my comments are off on every post.
    I’ve removed the statement on any php file that I have access to from within appearance/editor for my theme, yet I still get the message on my post.

    <?php comments_popup_link(‘No Comments ?’, ‘1 Comment ?’, ‘% Comments ?’); ?>

    Any clues?
