Comments permalinkpage?

Comments do not have a peralianks like posts but they do have permalinks (using # tags and comment ID’s). They can be linked to using something like

get_comment_link()

You could use the function https://codex.www.ads-software.com/Function_Reference/get_comment

get_comment()

This would get an individual comment but you would need to implant it in it own template somehow. How this is accomplished would be up to you but it is entirely possible.
