Comments Section?

Just wondering, how did people get the comments section to look like the one shown (https://jphinano.wordpress.com/2009/01/31/so-amazing-i-cried/#comments)? Mine looks like this (https://www.seifuku-anime.com/2009/01/31/late-night-saturday-post/#comments). Any solutions? Help appreciated. I can’t seem to find the plugin/code for it =S
