Comments won’t “turn back on”

Hi, On my initial setup, I had disabled comments by unchecking “Allow people to post comments on the article”. All posts have allow comments checked. When I unchecked the above global setting, the single post page still shows comments are closed on every post, even when viewing and logged in as admin. Is there some other location I need to set to allow comments? Thanks.
