Community gallery

Hello dear wordpress gurus,
I didn’t know where to put this thread, but I hope I placed it right.
I am developing some kind of “social community” for people with specific interest (I don’t want to reveal it yet). Now, I would need a plugin or something that would allow logged-in users to upload images which would then be visible by anyone in some kind of a gallery. I would also like that differend images would be searcheble by tags.
I am also using pinboard theme and I would like that this gallery of images would actually be gallery of posts, so users could write something on every image and wordpress would treat these uploads as posts so it would be seen on my posts page.
I am really sorry, for I can’t tell exactly what I want, but let me show you an example of exactly what I want: This site is a community with this exactly future that I want it.

Does anyone has idea which plugin (if any), this website is using?

Anyone, any ideas, please? I now, found out that nailsmag is using asp.net, but something similar should be available on wordpress also. I was thinking of buddypress with rtmeda plugin, but this seems not solve my requirement.
