Complete backup and restore

I migrated from one website to another and tried to do a full backup and restore. The VIII-a2 only backs up settings. I moved the wppa folder and ran VIII-a1 and VIII-a3 and restored my settings but my albums did not come back. I wound up recreating them all instead. I would like to not have to do that again. Is there a method that I overlooked?
