Compressing images smaller than max size

I like this plugin so far, but it appears to only compress images when they are larger than the set max height or width. For example, if I set the max size to 1024×1024, then upload an image that’s 1000×1000, it is not compressed.
Am I incorrect? If not, can the plugin be enhanced to compress all images, including these smaller ones?
