Conditionally Added Tags won't connect to my 2 check boxes

I can enable the Conditionally Added Tags in my InfusionSoft Feed, and it brings up an if statement. The first drop down is blank, the second says [is] and the third shows my two check boxes. I can select one check box and add the tag I want added. No problem. Then I hit the PLUS [+] icon to add another condition, but now both fields before and after the [is] field are blank. There are no values in the drop down. I am not able to add a different tag if the user selects the second check box. Please help!
