conditions rules not giving the option to greater than or less than

Hi,
It seemed that the option to choose in the conditions rules greater than or -less than – never avalaible. It not give the option to fill the field, only to select. When its comes to use? If I want to set a rule to show only if a quantities field greater then X, Is it possible?
