    Yes – custom code snippets are generally added to your theme’s functions.php file.

    That said, there are other approaches, one of which is to create a custom plugin file for your custom code snippets. Then you’re not reliant on your theme. Which direction you go depends on how much customization you do that is specific to the theme and how likely you are to change themes.
