Constant Contact can’t add already existing user to new list

I have 2 forms, both set up to add a contact to a different constant contact mailing list. The issue I have run into is if a user already exists on one list, it will not add them to any other lists. Does it check if an email is already in the list, and can it subscribe an already existing contact to additional list?
