Can you test whether an email is sent when a new user register on your WordPress site?

May I know if you are currently running the WordPress on your computer (localhost) or it is hosted with a hosting company?

You might want to try installing a plugin.
https://www.ads-software.com/extend/plugins/configure-smtp/

Your host is probably blocking the normal php mail function. Therefore you can to configure such that WordPress sends out e-mail through SMTP.

You can setup a gmail account and enter the account details into the plugin. It will use gmail as the mail server to send out your emails.
