[Plugin: Contact Form 7] file upload not working

I can’t get file upload on Contact Form 7 to work.
When I click on Send the circular arrows next to the button just keep rolling, and the message is not sent.

I’ve put this in the form

<li><label>File upload:</li></label>
   <li> [file file-965]</li>

and [file-965] in the file attachments filed

CF7 did not create the wpcf7_uploads folder and it did not report any ishues with it.
I’ve created it manualy an gave it 777 permission and nothing happens.
The file is not uploaded and the arrows keep spining.

I’ve tried define( 'WPCF7_UPLOADS_TMP_DIR', 'wp-content/uploads/cf7' );
created cf7 folder within wp-content/uploads also gave it 777 permission and then when i go to the Contact tab in the admin area I get following notification:

This contact form contains file uploading fields, but the temporary folder for the files (wp-content/uploads/cf7) does not exist or is not writable. You can create the folder or change its permission manually.

Does anybody have any idas what could be wrong?
