Content block Plugin with background image and text overlay

  • Hi, All first post here.
    Am a newby to WordPress and I am hoping someone can help me out.
    I have been searching for 2 days for a plugin (if one exists) that can:
    1. Create a content block
    2. Allow a background image in the content block
    3. Allow me to place text over the image
    4. Allow me to place a call-to-action (Read More) button on the image

    I eventually want to place 3 content blocks directly under the main slider outside (above) the white page area on the homepage.
    I have tried siteOrigin page builder and WP Boxer plugins but they will not allow text over the image.
