Content depending on X and Y tab selections?

Okay, this is hard to explain but hopefully I can get this to sound right: I need to create a table/chart using tabs both on the top (x) and side (y). Now if the user picks option B on the top, it will show content to whatever is specific to the chosen side tab (it will have to default to the first option to begin with). But then if the user selects a different option on the side, it will show that specific content depending on what is selected on top. So it can basically flip-flop on choosing the content, and the content will always depend on what is chosen on both x/y tabs.

Any ideas on a solution for this???
