Best practice to get translators for your project is to :

* Create topic like this, but for your plugin users only

* Add a (dismissable) message to your plugin page inside WP dashboard

You can ping GTE’s for specific locale when your project reaches 95% of translated strings (for dev or stable), so a language pack can be generated.
