Cookie error persists after upgrade to 2.3.1

I’ve scoured the forum looking for a solution to the dreaded cookie error that seemed to pop up once I upgraded to 2.3. I was hoping 2.3.1 would fix the issue, but the problem persists.

I tried a patch that was posted for the wp-login.php file and that didn’t work either.

Is there any news out there from the folks at WP about this error that seems to be plaguing their software??

Any other suggestions for this issue?
