cookie + ip not working

    When I turn on IP + COOKIE, all users get information that they already voted.

    1. Are you using a cache plugin or is your DB cached or not?
    2. Do the users that are voting use the same internet or Wi-Fi?

    No I’m not using any cache plugin and it is impossible to voting users use same internet or WiFi, this is local information service and users are citizens of the city
