Cookied Popup Welcome Page?

  • Hello all. My new wordpress project is a redesign of my TypePad blog. When I go live with the new WP blog I’d like a cookied pop-up welcome page so that I can welcome my readers to the new site and explain the feature enhancements. Is there an easy way to do this?
