cookies off moves my footer

when cookies are off the footer jumps to the middle of the page

could this be an issue with the post ID (id=”post-<?php the_ID(); ?>)
or is this an issue with the wordpress engine that deals with handling css when cookies are off

another things that happens is the input field of the search becomes smaller
