copy/paste a block

I can see how to copy a block; select it, and either the 3-dot menu “Copy” or Ctrl-C will copy it to the clipboard – apparently.

But there’s no way to Paste it. Ctrl-V does nothing. There’s no “Paste” in the 3-dot menu.

I’ve done this before, somehow, but can’t remember how. What am I missing?
