• Just a suggestion: Not everyone is really interested in having twenty fifteen automatically installed (or whatever the latest default theme is) with core updates. Plenty of us have themes we like that are working fine and are up to date – why add the additional step after a core update to then delete a theme that’s not wanted or needed? It’s a bit of a hassle after dealing with it on numerous sites.

The default theme is included because it’s also used as a fallback theme. If your theme is broken or otherwise not found for some reason, WordPress will automatically switch back to the default theme, in order to attempt to continue showing content to your viewers.

The default theme will continue to be included with WordPress, as it is a part of WordPress. Ideally, it should not be removed.
