Core WordPress Editor Hyperlink Double-Quote Bug?

Please, if this belongs elsewhere, let me know. I couldn’t find a specific “bug forum” for the core WordPress.
I noticed recently that if I place text on a page in double-quotes, then create a hyperlink from the text between the double-quotes, the closing double-quote at the end will reverse, looking like an opening double-quote rather than a closing one.
If I remove the hyperlink the double-quotes return to normal.
If I select the opening and closing double-quotes as part of the whole hyperlink, the double-quotes remain in their proper orientation.
So, I’m not sure if this is a bug or an HTML-format related consequence of having a hyperlink between quotes.
I’ve repeated this situation many times (and using different themes and also using the latest IE, Firefox and Chrome) and it always seems to react the exact same way. I like having the text hyperlinked and not the double-quotes, since I’m sort of “quoting” the hyperlink itself. If that’s my own bad HTML grammar, I’ll select the quotes when hyperlinking from now on.
