Correct way of inserting line breaks

    One of my clients is wondering how to insert extra line breaks in a post or page. If I create line breaks by hitting enter, WordPress will remove all but one line break. If I try this code <p>?</p>, WordPress will simply remove it.

    In the last post of the Ideas thread “Let us force a line break“, Otto says:
    Several other editor plugins exist already. And adding vertical space by hitting enter a bunch of times is the wrong way to do it.

    What would be the correct way to do it? How do I allow a non-technical person to insert line breaks. It should not be nesassary to write code just to insert line breaks. That defeats the purpose of a WYSIWYG-editor.
