Cost-Per-Click function?

We’re creating a marketplace where retailers can list their products on a cost-per-click basis. We sell click ‘credits’ where retailers pay X amount for X number of clicks on their products’ links. When the retailer’s prepaid clicks have reached their limit, their products become inactive. We want a multi-tier pricing model so that we can offer discounts for buying larger amounts of clicks (EX. $100 for 100 clicks, $200 for $250 clicks, etc). Does WP Marketplace support this kind of function?
Note: We are also using affiliate links as well (but many retailers aren’t set up through affiliate companies and we want to give them the option to list their products. Affiliate links are easily supported through Woocommerce but we need to also be able to offer prepaid cost-per-click links.
