    Make sure the user that the webserver runs as has full write access to the wp-content/ewww/ folder. Or just copy jpegtran.exe to that location manually.

    I am installing it through admin. How can I copy files to the server?
    Where can I find this file?

    You need to use the file manager on your server to copy the file. Check with your webhost to see what is available, most have a file manager available somewhere.

    The files currently exist in the wp-content/plugins/ewww-image-optimizer/ folder and need to be moved to wp-content/ewww/
    Those are the relative paths from wherever your WordPress site is installed.

    As for permissions, that’s something you’ll have to check with your webhost as well. If it still doesn’t work once you get it copied, turn on debugging, and post the debugging information from the settings page.

    Yes, that is one of the reasons I created the EWWW IO Cloud API: https://ewww.io/plans/
    It offloads all the processing (and thus the exec functions) to our servers.
