Let’s say the voucher is for 100 and you only used 30 during your first order. This means that you will be able to use another 70 during future orders.

Try to use this plugin https://www.ads-software.com/plugins/custom-price-for-woocommerce/ It will gives you opportunity to set your customer’s price to your PDF Coupon product.
