Coupons and Free Shipping

I want to make sure I understand you correctly.
Can you tell me more what you are trying to create free shipping coupons for?

Say someone has purchased a ￡40 gift voucher, I then make that in to a coupon code for ￡40 off the basket. It doesn’t then allow that ￡40 to cover shipping so they are always asked to pay ￡5.95. I don’t want them to have to pay shipping but it needs to be covered within the ￡40

I created the following coupon on my test site that is discounting $40 and allows free shipping:

I added the corresponding Free Shipping method to my shipping zone:

Now, I see that this coupon has discounted $40 and allowed Free Shipping:
