CPT onomies Under Review

I created 2 taxonomies (say A and B) of post type using the plugin. And gave access to contributors. When a contributor tries to create a new post, and say adds a new taxonomy (submit for review), it is not shown under new post.

The problem is that, one taxonomy A is shown under new post and taxonomy B is not shown. Both are having identical properties, except that one is hierarchical and other is not, both are under review as are created by contributor.
