Create a central user guide for multisite users

Hello
I’m fairly new to multisite and trying to find a plugin/method to have a centrally managed FAQ and User Guide for our users of the various multisite sites.

I’d like it to be part of the admin panel, where it shows up as a menu option for network users when they login to their site (so sort of like a custom post type).

Would love for it to have structure and taxonomy as the guide grows, but the key feature I’m looking for is building it once and being able to manage/update in a single location.
