Create a user with lower levels only

I’ve got 3 kinds of users. One of them can create users but they must be users with lower levels only.
Now any user can be created, granted a new user a higher access level.
When I edit the users the filter for higher levels work but not when I create them.
Is this possible? I’ve already check several plugins to manage capabilities but they can’t solve this.
