Create an .ascx (.NET) template from a WordPress Theme

I’ve seen similar questions but none that exactly address my question.

I want to take a wordpress template and create a .NET master page out of it. Same look, etc., but available to be used with a .NET site.

I realize the WP template is based on php but can I strip the php code and just leave the shell of the page intact?
