Create an elegant personal theme! How do I do it?

  • I know that there are many fan sites out there, example, miley-c.net. I know they are using fantastico to use WordPress, but how do they edit or create a new theme for their website.

    I am paying for web hosting and a domain name and I really need to learn how this all works. I am not very good with knowing where to put codes, but once I am taught, I can understand!

    Anyone willing to help me?
