Create condition

Hi, is it possible to create a condition that looks at quantity for a certain product instead of the total amount of products in the cart (something like this: https://prntscr.com/23962ey)? If not, is it possible you build something like that and what would it approximately cost? We are selling tiles per box (for example 10 per box) and trying to charge a fee when the amount is other than the amount in the box (in connection with opening the box). So we charge a fee when the amount is not 10, 20, 30, 40 etc. Screenshot with our current configuration: https://prntscr.com/2396gaa.
