“Create new layout” not working

I am trying to create a new layout, but this is what happens:

1. Clicking Create new layout
2. Enter layout name
3. Clicking Create button
4. Nothing happens

Troubleshooting:
– Logged out and in again
– Tried different browsers (Chrome and Edge)
– Opening new browser windows
– Empty cache and history

Any more ideas?

FIXED: Had to change permalinks to postname.
