create shipping method based city

  • halo, woocommerce team and wordpress community,

    My online store is based in Indonesia, and currently most shipping service that available calculated their cost/fee based city. And the woocommerce core calculate shipping based contries, postal, and state.

    I have open class-wc-checkout.php and not found specific filter to do it in method WC_Checkout::process_checkout();

    how i can it done, guys…?
