Create template and drag and drop order of fields?

I’m about to create a “sub-theme” on my WP site. It’s a one-off story page that will look completely different from the rest of the site. It’s going to have 7-8 sections stacked vertically and each will have different background colors and content, perhaps a slider and youtube link.

At first I was thinking of using custom fields and creating a custom template, but then I thought, What if the user wants to drag and drop the vertical order of the custom fields on the dashboard template as needed?

In the Advanced Custom Fields plugin, you can do that for a field group, but I’m looking for a way to do it with fields on the dashboard content editor.

Any ideas welcome!
