Creating a list of post titles from a specified category

Is this within a single Loop?

It shouldn’t be, this list is for my footer.php

<h3><span class="Results">//</span> Results.</h3>
<ul class="foot-listings">
     <li><?php the_title('cat=results'); ?></li>
</ul>

This is the code that isn’t working.

How about:

<h3><span class="Results">//</span> Results.</h3>
<ul class="foot-listings"> <?php
$postslist = get_posts('category=10');
foreach ($postslist as $post) :
	setup_postdata($post);
	?>
	<li><?php the_title('cat=results'); ?></li>
	</div>
<?php endforeach; ?>
</ul>
