creating a new web site

I have a self hosted site that I maintain with WP. The site was custome created in 2011 and is way, way out of date now and most of the latest plugins are glitchy and some do not work at all. I want to create a new site using a WP Theme which I assume will allow me to use all of the functions and plugins that I need. Can I use WP to create the new site without it being published and when I am satisfied with it,delete my old site and publish my new site (same domain and all) and not have it interfere with my old site until I am ready. Don’t know if I am asking this properly or in the right place but if someone could direct me to a help manual that addresses this I would be grateful.

Yes, you could do that. Ask your web host about how to setup a new WP install as a staging site and then point the nameservers to the staging site once you are ready.
