Creating A Pretty Hover Effect For My Images

    Right now I am using this code I got from Codex for the images I post on my site

    #primary img, #photos img {
    padding: 4px;
    max-width: 100%;
    border: 2px solid #999;
    }

    However, I keep trying to create a hover color and it’s not working.Can anyone tell me how to get this effect.Something similar to to this site maybe.

    Actually that works totally differently in FF and IE. Strange… some features are better in IE ??

    That particular site looks the same in IE and FF for me.
