Creating a student management system

  • Ok , So I have to create a student management system using wordpress .

    Here are its basic details :

    A Basic Website

    Control Panel for the admin

    Student management system in which a student can sign up etc . Can download question papers according to the specified years uploaded by the admin etc . Admin Panel for it also .

    So , I want to know the approach I should use . What I thought was some what like this :

    A Simple Website
    Php BB Forums For sharing files .
    But will PHP BB be too heavy for my server , and also initially there will be less than 100 users so will it be better to use plugin for that so that to avoid load on the server !!

    Also for the admin panel I want to limit the available options as provided in default by wordpress . So does wordpress provides functions for that ?

    I have read relevant topics related too it here ,, But am looking for slightly more detail and if possible someone who has actually used one of these.
