Creating custom recipient list for job notifications

Hello,
How are you doing all?

I am new to WordPress and need some help in WP Job Manager with basic questions. I am trying to use WP Job Manager for my work, where need some customizations with email notifications –
1) Is it possible to send notification emails to all the relevant candidates, whenever a matching job has been submitted/approved by any employer on the portal?
2) Is there any option for candidates to opt-in for the matching job-alerts, in WP job manager plugin, or do we need any add-on?
