Creating docs directory page

    Hi,

    I need to create the page like:
    https://en.support.wordpress.com
    I need custom theme with that sidebar, categories and posts under them separated with thick borders.
    I have theme (https://vsayt.com) and want to create wiki page for users about wordpress usage in my language. My site is based on WPMU.
    I want to know how to create this page? is there any plugin or theme may help me? Which tools do wordpress.com used?
