Creating Draft sites visisble to logged in users

Dear WP community,

Currently, when one uses a WP network, one can create sites and archive/deactivate them. There is scarce documentation on the difference between them. However some comments in this forum suggests that deactivated sites are offline to everyone, but still present in the DB. Archived on the other hand are offline but still visible to the Superadim.

Question:

Does anyone know how to create a Nework site which is in Draft mode, ie visible only to logged in admins/editors till the site is ready to be published to the public?

Is there possibly a plugin that will do this?
