Strangely after upgrading from 3.9.7 to 3.9.8 the problem disappeared an I was able to add a user.

Did you update something else in your site?

Only auto update from wp 5.4.1 to 5.4.2.

It could have been a combination of the new WordPress version plus updating the plugin as well. However sometimes reinstalling a plugin does the trick as well.
