Creating Shipping Zones

Thanks for such an awesome plugin. I was able to see the list of Nigerian local govt areas on the check out page after installing. My question is: How do i set different shipping prices for these local govt areas in a particular state. I didnt see these list of local govt areas in the shipping zone. Please help
