creating unique shops for any users

hi everyone
i am using native wordpress and woocommerce , so any solve will be great , i want to do this :
“i want to create one page , when the visitor came to my site he can choose by two categories
1- sort by cities
2- sort by type of the shop ( cosmetic , clothing , car …etc)
and then when he clicked the sort by type of the shops for example he clicks (car)
all the car’s shop show , and in this page my all user who signed up and created an account and submitted his shop as cas will be displyed in this page
after that when the visitor clicks on one of those shops
now he can see all of his products

for me :
i want to have controls on the all stores , when they dont pay their monthly then i can stop it
for my customures :
he can put unlimitted products with his account , just for his shop , and his product dont be showed in other stores
for the visitors :
he can select categories by two type :
1- by cities . show all stores in the cities which he choosed
2- by type of shops , that what kind of shop he looking for
