Critical Error Notification

If a site suffers a critical error the notice states that the site admin should receive an email with an means to access the admin page to help resolve the issue.
I have sen a number of help requests where site owners say they have not received this email so could not access their site.
I am wondering if this email is being sent out or if there is some bug stopping it from being issued.
I appreciate it may be that the site owner has omitted to update the admin email so can no longer receive this but it does seem to be a common issue I have noticed recently with people asking for help outside of WordPress Org.
