cry cry cry :((( about lost upper admin panel!!!

hi bosses ??
i am lost!!!
i am very new at wordpress but i am workin in web techs for 10 years so i can understand you .)

i know the problem is very silly and minor but cant find it.

first,
my upper admin panel is lost!
the style css must be disabled in any way and it is shown under the page witohout style.

the second and the worst problem is i can not change the menu options on admin panel which belongs to delicate theme.

recently i had edited the pages: .htaccess, php.ini, wp-config.php, wp-settings.php and functions php.
