CSS not copying to theme

I noticed that a fresh install of 1.0.6 does not copy the kbe_style.css to the theme templates. If I install 1.0.3, it does copy the file to the Theme templates. If I update to 1.0.6, the file is still there but it breaks the layout as if it couldn’t read the css file.
